Understand the market framework

Health Canada regulates cosmetics under the Food and Drugs Act and Cosmetic Regulations. Manufacturers and importers are responsible for compliance. The Cosmetic Notification Form (CNF) provides product information to Health Canada and is distinct from a product approval or certification.

Know the core compliance elements

Cosmetic Notification Form (CNF)

The notifier submits product, contact, manufacturing, importing, ingredient and concentration information through the CNF. A new cosmetic is generally notified within 10 days after first sale.

Cosmetic Ingredient Hotlist

Health Canada’s administrative list of ingredients that are prohibited or restricted in cosmetics. It should be reviewed early in formula development.

Notifier

The person or company submitting the CNF. The notifier, manufacturer and importer must coordinate accurate product and contact information.

Amendment

Relevant changes to formula, brand/name or contact information can require an amended CNF within the required timeline.
