ASEAN Skincare Compliance Guide

Understand the ASEAN Cosmetic Directive, local notification, PIF, factory and brand responsibilities for skincare market entry.

ASEAN skincare compliance documentation for country notification planning

Last reviewed: August 2026. This guide supports planning for skincare cosmetics across ASEAN Member States. This is a practical planning guide, not legal advice; verify current product-specific requirements before launch.

Understand the market framework

The ASEAN Cosmetic Directive (ACD) provides a harmonised framework, but it does not create one ASEAN-wide approval. A product is notified with the relevant national regulatory authority in each target country, and local implementation details must be confirmed country by country.

Know the core compliance elements

ASEAN Cosmetic Directive (ACD)

The regional framework for cosmetic product safety, ingredients, labeling, notification and post-market obligations.

Local company / market responsible party

The company or person placing the product on the market in a specific ASEAN country. This entity is named in the notification and is responsible for product quality and claimed benefits.

Product Information File (PIF)

The technical file that must be readily accessible to the authority in the relevant Member State. It contains product, ingredient, quality and safety information.

National notification

Notification is filed with the authority in each target country. Notification in one ASEAN market is not a license for all ASEAN markets.

How the elements work together

  1. Select Country
  2. Confirm Local Party
  3. Compile ASEAN PIF
  4. Review Formula & Label
  5. Notify National NRA
  6. Maintain Local File

Country routes within ASEAN

ASEAN harmonisation provides a common reference point, but notification ownership, online portals, label rules and maintenance duties remain country-specific. Select the country where the product will first be placed on the market.

Country entry points within ASEAN

Start with the destination country. Harmonisation helps with the framework, but notification ownership, portals, labels and update timing are local.

The factory supplies formula, quality and safety evidence. The brand defines each market and claims. The local company files the country notification and keeps the PIF accessible for that country’s authority.

What the factory needs and does

The factory prepares a single controlled technical foundation that can support multiple ASEAN countries, while allowing for local label and notification differences.

Factory readiness

  • Complete formula, INCI data and checks against ASEAN ingredient listings.
  • ASEAN GMP-related manufacturing support, quality records and batch traceability.
  • Safety, stability, microbiological, compatibility and claim-support evidence.
  • Controlled product-change process that flags local notification impact.

Factory workflow

  1. Confirm target ASEAN countries and product claims with the brand.
  2. Provide formula and technical evidence for PIF compilation.
  3. Support local label and notification data preparation.
  4. Maintain controlled changes and batch records for each marketed version.

What the brand needs and does

The brand must choose the individual ASEAN markets, appoint local partners and ensure that claims, labels and notifications are handled for each country rather than assumed to transfer regionally.

Brand readiness

  • Country-by-country launch plan and local company/agent appointment.
  • Approved claim and label strategy, including local-language requirements.
  • Ownership for PIF, notification, complaints and local corrective actions.
  • Post-market communication process with local partners and factory.

Brand workflow

  1. Select the ASEAN countries and local market party.
  2. Approve formula, claims and local label direction.
  3. Confirm PIF ownership and notification data.
  4. Authorize each national notification before market placement.
  5. Maintain country-specific changes and safety communication.

How to complete the market-entry process

  1. Choose each target country and check its national cosmetics authority process.
  2. Confirm the local party that will place the product on that market.
  3. Review formula and ingredients against the ACD and local requirements.
  4. Compile the PIF and safety-support file.
  5. Prepare local labels and file the country notification as required.
  6. Maintain the PIF, updates, complaints and country-specific post-market obligations.

Core file and label checklist

  • Country-specific local company and notification details
  • Formula, ingredient-listing review and PIF
  • GMP-related manufacturing and batch-traceability records
  • Safety, stability and claim-support evidence
  • Local label artwork, language versions and notification confirmations

Post-market maintenance

Keep the PIF accessible, assess each change against the local notification and maintain complaint, adverse-event and corrective-action communication with the relevant country partner.
